The Manager NETwork and Infrastructure Services UBC IT will be responsible for overseeing a highly technical Team and a broad range of services that the Team is responsible for. UBC’s enterprise date network is highly virtualized and one of the largest in North America with multiple core hub sites, data centers, routers, DNS servers, firewalls, etc. UBC has over 100,000 hardwired data ports, 2,000 network switches, 700 IT Communication Rooms, 6 major IT Hub Sites, 500km of underground interlinking fiber optic data cabling, 10,000 wireless access points, 90,000 concurrent connected wireless devices, 2,000 Virtual Local Area Networks, 1,100 campus Virtual Routers. All of these spans 400 academic buildings, multiple campus locations, BC Teaching Hospitals, and other satellite sites across the Province.
The Manager provides operational management and technical leadership for a suite of service offerings within a single reporting unit. Specifically, the Incumbent provides operational and staff management, while also providing technical leadership to the team and is responsible for UBC Network and Infrastructure services. The Incumbent provides leadership in the design, selection, operationalization and support of Network and Infrastructure systems to satisfy UBC business requirements. This position requires a high degree of inter-organizational and intra-organizational coordination and the ability to work effectively across diverse departmental organizations to gain consensus of partners, as well as the ability to effectively lead and motivate teams, and problem solve to resolve issues. The candidate is responsible for operational, leadership and project management activities on behalf of the Network and Infrastructure Team Manager; this includes staff mentoring and performance evaluations.
The Network and Infrastructure Team provides all design, services, strategic planning, architecture and operational support of all facets of centralized University core networking and physical IT infrastructure. Services under the jurisdiction of the manager may include campus Core and building Edge networks, campus IT physical infrastructure, WAN/LAN networks, campus wireless network services, data centre, network security, campus IT cabling plant, multiple campus network Hub sites, voice service installations, network monitoring and troubleshooting tools, capacity planning and other network related activities.
The manager reports to the Senior Manager, NETwork and Infrastructure Services.
· Manage the NETwork and Infrastructure Team in developing the necessary skills, training, internal processes, toolsets and methodologies for delivery of Networking and Infrastructure services to the UBC community and partner organizations.
· Provide project oversight for related Networking and Infrastructure projects and maintains an overview of the status of various Networking and Infrastructure projects within their purview and effectively leads all functions within project management cycle.
· Provide operational oversight of the various Network and Infrastructure services offered and maintained by the Team on behalf of the University. This includes service ticket management, responding to customer enquiries, initiating and participating in network or infrastructure service discussions, responding to service outages, etc.
· Provides leadership and resource allocations for projects within the Network and Infrastructure Team scope of responsibility.
· Provide oversight for network and infrastructure related change management and problem resolution.
· Work in conjunction with technical staff and management to facilitate common understanding of network technologies, designs, strategies and projects.
· Assists in arranging of vendor contracts. Acts a liaison with vendor and hardware specialists to plan, coordinate and complete implementations and upgrades.
· Sponsors, guides and participates in network related proposal development.
· Maintains a high-level understanding of the Network and Infrastructure Team’s current technical tool sets, architecture, and future strategic directions.
· Ensures that the Network and Infrastructure Team employs standards in incident, problem, event and demand management processes and uses effective methodologies.
· Communicates network and infrastructure updates and initiatives to clients, partners and to groups within UBCIT including presentations and written media.
· Prioritizes work and objectives that meets client needs for the right network infrastructure services
· performance, availability, security and capacity planning for the services under the Team
· Works with business partners and/or IT leadership to understand and anticipate business and IT project needs of a reporting unit.
· Develops strategies, operating plans, performance measures/targets for a reporting unit and leads the day to day delivery of its programs, services and activities.
· Administers unit budget and ensures for cost efficiencies.
· Develops, implements, and ensures consistency to established procedures, methods, standards and controls to cultivate operational efficiency, monitor compliance, mitigate risks, and achieve unit results.
· - Sources and arranges for financial, physical, or human resources to support short term projects and programs.
· Develops and implements innovative service, business solutions, and programs, provides technical leadership and oversight on projects, and collaborates with others on integrated solutions and initiatives across other administrative/academic areas.
· Develops influential working relationships across the organization, including with internal and external key customers and partners.
· Develops, mentors, and leads reporting Team Leads, professionals and other staff in areas including selection, training, coaching, performance management and all other people practices.
· Runs the staff performance assessment process. Reviews performance assessment feedback and conducts regular meetings with direct reports and all staff.
· Provides career planning advice to staff and creates development plans to help staff achieve their career goals including assigning work which uses their skills and capabilities and provides them with opportunities for learning.
· Handles performance concerns and disciplinary action in collaboration with HR and, where applicable, a Senior Manager or Director. May provide or Provides guidance to Team Leads on more complex performance concerns and disciplinary actions
· Anticipates and analyzes trends in technology and assesses the impact of emerging technologies on the business.
· Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.
· Performs other related duties as required.
Consequence of Error/Judgement
UBC IT provides enterprise technology solutions to the university community. Decisions and actions taken by the Manager will have a direct impact on how efficiently and effectively the department performs and functions. Directly as Manager or indirectly through subordinates, errors in judgment, poor analysis, or failure to act significantly could have a detrimental effect and adversely impact the university community, affecting up to tens of thousands of students, faculty and staff, and could cost hundreds of thousands of dollars in lost productivity, funding and revenue. Unreliable systems or failure to meet contractual obligations for performance and availability will damage the reputation of UBC IT and UBC.
The Manager works under the general direction of the Senior Manager and has considerable latitude in the execution of duties consistent with the goals and objectives for the functional area.
Manages NETwork and Infrastructure staff directly and oversees overall operations of the Team.
Undergraduate degree in a relevant field. Minimum of eight years of related experience including at least two years of managerial experience, or the equivalent combination of education and experience.
· Experience managing medium to large teams consisting of highly technical functions and roles
· Experience managing staff, projects, and operations of a very large and highly sophisticated enterprise data network at a large organization or government institution.
· Intermediate understanding of overall Information Technology, with emphasis on offering Networking as a Service, Virtualization, Wireless, Physical Infrastructure, and Data Centres.
· Good knowledge of enterprise data networking concepts, methodologies, and future trends.
· Excellent organizational and analytical skills.
